Fort Clark Springs Association Meeting Notes

The meeting was called to order by President Lisa Vale.  After establishing a quorum, Mrs. Vale called for a moment of silence. She led the Pledge of Allegiance to America and the Pledge of Allegiance to Texas. The Board approved the minutes from the regular meeting of August 17, 2024.
Board Reports:
Secretary, Tony Hackebeil gave the secretary’s report.
Treasurer, Jason Long gave the Treasurer’s report.
General Manager, Charlena Cavender gave the General Manager’s report:
• The Fort staff are in the process of auditing and correcting member’s names and addresses.  Some members may have had their names listed as initials and some full names.  Changing to full names. They sent 209 delinquent notices to members in August who are 60 days plus behind in assessments. A very large amount of money is owed to the Fort.  When pool was empty, the Motels did not do as well, however, on the weekend of 21st & 22nd they were full.  The month of October is fully booked.  The maintenance crew will be trimming Fort trees for the fall.  She is trying to find a solution for street striping.  The striper they were using broke down and a new one is approximately $20,000.00.  Not a solution at this time. They have cleaned Seminole Hall for Ghostly Tours.  The Arbor is looking nice and has been reworked.   The fountain is full.  Maintenance is fixing the upper-level floor in the Motel.  She reminded members to look at the new chairs and tables in front of the Motels. Guests can sit and enjoy the view.  Not all have been replaced but will be as money is available.  A lady donated flooring material to replace the flooring at Security.  The Youth Hunts are going very well.  Lee Dilby and Matt cleaned up the hunting areas. Cassie made the brochures to advertise and explain the hunting rules.  The Youth Hunt will end the end of  September. The Green Room at the Golf course will be renamed the Las Moras Room.  David Mann volunteers and continues to renovate and clean the Las Moras room with future plans in mind to rent for various functions.  She asked if anyone has a flatbed  trailer they could use for Ghostly Tours.  They have one and need two to accommodate  the tours.  The Ghostly tours will be October 26th & November 2nd.  They have 17 Youth volunteers, including 4-H and Honor Society to help with the tours.  There will be an outdoor movie on October 31st. She reminded members, the Fort’s insurance does not cover individual tree branch problems.
Committee Reports

Airport Committee: reported they had mowed and treated for ants.

Architecture Committee:asked for board permission to solve problems between neighbors about fencing.  One seems to have violated the CCRs.  Manager Cavender will communicate with both neighbors and try to come up with an equitable solution.  The Committee will now put a door hanger on the door before sending a letter to residents about a violation. 

Golf Committee: reported they are purchasing pallets of grass to fill in the bare patches on the golf course. On September 28m, there will be a Shrimp boil.  Another tournament on October 5th.

Preservation Committee:  HN  Bitter reported they had a meeting on September 11, 2024.  They have done repairs on the Museum and purchased new pool lights.

Recycle Committee: Helena McBride announced that the Union Pacific Railroad had donated $10,000.00 to the recycle center.  This will help purchase a new much needed forklift.  She will write another grant to the Coca Cola Co.  They shipped 22 bales and 18 boxes.  also one box of sneakers.  She need volunteers for October, on Thursdays from 4 to 6.  A commitment will be one time a month.  So far there has been $31,500.00 given in grant money.  $15,000.00 of that amount was from Coca Cola. 

Community Council.  Frances Bitter reported there would be a Fort Clark Days meeting in the Boardroom on September 22 at 1:30. PM.  They are having a contest for the t-shirt design for Fort Clark Days.  Kurt Partlow was the winner of the last raffle.  People have been lax about calling Security when they are expecting company.  A reminder to please call Security when you have a visitor. The Post Theatre floors are deteriorated  and need replacing.  John Wiley will donate 300 sq ft. of wood. 

EMAIL VOTE: The Board had one email vote to approve a lump sum payment to the insurance company, rather than monthly payments saving the Fort approximately $8,000.00 over all.

Discussion/Action Items:
4.  MUD Contract Update.
The last signed contract with MUD was dated 1994.  The Board would like to sit down with the MUD board and work out a contract.  There was much discussion and many questions from members concerning why this had not been done.  Also the pond had not been dredged causing problems with the new pump Fort Clark purchased.  When the pump was not working, they had to haul water to the golf course at expense to the Fort with employees and equipment used.

2. Survey of Capital Improvements Added to Ballot
The Election committee was approved by the Board.  They are Sandy Hagee, President of the Committee, Constance Gilgore, Sherry Dobbs, Francis Bitter and Pat Steffenson.  They discussed adding Capital improvements to the election ballot.  Undecided on this, will do more research.
3. Discussion of Association Road Repairs
The General Manager is currently working on trying to get roads repaired.  They will be perhaps adding speed on the well-traveled roads.

5.  Discussion on having Taps/Bugle call.  Undecided as to time etc.  Will have more discussion on this. FCSA would like this to be a volunteer run effort.

6. Community Council MOU for Fort Clark Days 
The Board approved the Community Council’s memorandum of Understanding for Fort Clark Days.

7.  CPI - Assesssment Rate Increase Tabled until the budget is passed.

8.  Adjusting the Assessment Start date to Jan. 1: Date for the assessment rate increase will be October 2st.
9.  Discussion/Adoption of the Annual Budget: On the budget, some changes need to be made.  Will have a special meeting September 27th at 3:00 pm to discuss/approve the budget.

10.  Common Property Alteration- Removal of Moguls on Fairway 2: Approved to remove 12 or 13 moguls (bare humps of ground) from golf course.

At 12:30 took a break and adjourned to the Executive Session.
